They are plastic pages which you can insert paper into. Only really useful if you are putting paper in, not anything thicker really.
At the side where they join there are holes to enable you to put them into a folder/folio, and that secures the papers in place, but I think you could always cut off the sides with holes, and use them in a box rather than a folio.
Wouldn't look super amazing, but better than nothing!
