i wrote a long post and just accidentally deleted it, and its too late and I'm too tired to write it again.
sadly i've got a titanium tracker frame from ebay from a chinese guy in new york, if you bought it from the same guy it should have an english bottom bracket 68mm, a 1 1/8 headset and a 27.2mm seatpost. The bottom bracket should already be threaded so you shouldn't have to worry about that, and you will have to cut the steerer on the fork if you buy it new. with those dimensions you can pretty much do whatever you want with it and fit whatever you want to it, just depends on money and personal inclination.
I would advise you to have a go with this http://www.pedalmafia.com/mafid/mafia_id.html before you decide on any colour scheme and drop me a mail my email address is in my profile thingy and I'll give you as much advice as I can.
The other thing I can say is do a thorough search of the forum, pretty much all your questions will already have been asked and answered. And even if the comments aren't strictly relevant they are funny.
Also speak to Will at hubjub.co.uk he's really helpful and stocks most if not all the things you will need to make your frame roadworthy, also talk to Brixton Cycles, Brick Lane Bikes and any other recommended bike shops on the forum, go in and talk to them about what you have what you have to spend and what they would recommend. Information is king, once you have it you can build whatever you want, also sneak a peek at the bikes on velospace and fixedgeargallery, as the boys will list what parts they have so you can try and source them if you like their look.
and so to bed, to dream...
