From what I recall they're over the clearcoat, so you can just peel them off by either:
[ulist] [li]scraping them off with a plastic tyre lever[/li] [li]or heating them up a little with a hair dryer and just peeling them off[/li] [/ulist]
Both will leave sticky goo but you can clean that off with lighter fluid.
