Brakes on the track.. tsk tsk!

Are you allowed to ride on a track with brakes, but just with them disconnected? e.g. quick release open.
I know you've got to have drops, fixed, and helmet. Just wondered about the brakes.

If it's a track meet you are not allowed brakes or any of the parephenalia(sp?) that goes with them - levers, cables, etc.
If it's a roadie training session - we sometimes did road bike sprint training on the velo in Blackburn (Melbourne) - then it doesn't matter. -
