65" here too - on my hack bike (Inbred). I don't think it's silly. Low enough to cruise okay at 12-14mph with my son on board, just riding around at 18-20mph no problem, emergency accelerations to 25mph, downhill at 30mph do-able.
Sounds excruciatingly sensible for in town :)
