Re-using old spokes is no problem, spokes break from fatigue, they're far stronger than any tension a wheel is going to get, in fact it might be better cos the spokes have bedded into the hub flanges. If you only replacing a rim and don't need different length spokes, just tape the new rim to the old rim and swap the spokes over.
