contact the council, say you've been away for a while and you've come back to get your bike and have lost the only key for the d-lock.
they might say tough shit.
they might say they'll come along and crop it for you, providing you can provide proof of ownership*
but, it's stealing isn't it? regardless of how you dress it up. maybe the owner died or just didn't want it anymore?
at the end of the day, it's abandoned, and the correct way to go about it would be to tell the police or the council, they'll put a notice on it for a week or so, then remove it, where it'll sit in their pile of rubbish until the auctions.
