It does come 48/18 freewheel. And you get a 18T fixed cog. But the fixed cog is 1/8" and the shimano freewheel is 3/32", so you will need to buy a new chain if flipping.
The bike itself is fine, I have had mine a month and done over 500 miles with it bog standard with no problems (other than the expected chain tension adjustment and slightly truing the wheels). The brakes are a bit poor and I plan to upgrade the front when I flip to fixed.
Do check for problems with the paint work on the frame, I turned down two at Evans as they had defective paint jobs (Discolouring and what looked like a finger smudge).
