If the WD40 doesn't work, perhaps try warming up the seat tube of the frame a bit? Get the tube to expand so that the seat post can loosen up.
Hmm maybe. Might need a hell of a lot of heat to cause it to expand significantly enough to the extent that it damages the frame.
