You generally can run a freewheel on the fixed threads; just really need to make sure theres enough thread engagement. Did this for a year or so on low quality fixed/fixed hub without any issue.
Not too sure if Phil wood do a QR release rear track hub. Phils have hollow axles but they're not designed for Q/Rs - have to get the right axle for the job

Two options: Use Pitlock track nuts but I wouldn't rely on them if you're a skidder[Edit: Yep am a moron today - Phils bolt on, no need for nuts]
Speak to Phil Wood (can order direct from them) and either buy a replacement axle or order the hub you need through them (I'm sure they could easily do a Q/R compatible rear for you).
