I wouldn't call a 753 frame a "beater", by "beater" I take it you mean a cheap (when new) low quality frame. What's the big difference, apart from a few scratches? That Plum frame is hardly worth more than nearly 4 times the price. The seller is quite clever in selling it at that high "buy it now" price, it's a bit cheaper than a new custum frame, a bit more than new off the peg frames, but still high enough for a big profit.

the pics seems to be have been removed, but it's a trad euro style steel track frame.
I saw this frame as a complete bike at a jumble, somebody bought it for £300, and now the frame and all the parts are being sold separately, like the cranks:
