if you don't want to change cloths but want to stay dry without camo gear just get a pair of over trousers from the market.
The problem with over trousers is that they get hot. I have some and wore them on a ride (about 1hr 15 min) in winter during the snow with shorts on under them and was still very hot. You will be uncomfortable when it rains, no mater what, so just try and have a change of clothes at work.
