Well I'd say it's true for a u lock vs a chain of the same value upto £100.
A well placed, high quality u lock, e.g. fahgettaboudit mini through rear wheel with no gaps to a solid immovable object will be a lot harder to break than a fahgettaboudit chain through the wheel frame and object.
