One of the other problems with skiny tires like 20c is that fall into all kinds of cracks, holes on urban streets and get torn up quite quickly. I personally wouldn't got the 20c route just to save money.
Ribble Cycles always has good prices on Rubino Pros (which are better tires than the vanilla Rubinos). Can get 'em with an extra 10% off right now. They also have most of the Rubino range in stock.
Condor also generally have 'em in stock. Been a while since I poked my head in there though.
