Deep section rims don't need eyelets because they are inherently stronger because of the deep section. Adding eyelets would be adding excess weight.
Shallow section rims (allegedly) need eyelets because they're shallow and inherently weaker in comparison to a deep section.
Depends on the rim really. I think open pros and cxp22s, possibly not cxp33s, need eyelets. They're quite shallow. Deep Vs, no way.
