I would start with formulas (£50 for a pair) and mavics (open pros around £70) for a set or get some Harry Rowland ones from BrickLane bikes or from the fella himself, then get any cranks you fancy, get a set that comes with a bb so there will be no compatibility trouble. Ambrosio do it for around £150 and that's ambrosio.
You probably want a brooks or something like that aye? don't bother getting a new one not nearly worth tha cash, search for a second hand or get something different eg selle italia or sam marco do good vintage looking stuff and n.o.s is easily availeble.
Campagnolo headset is a must, i'm using a record, good stem actually grat stem! Roberto's selling some. £40
Then you need a stem a 3t costs around £30ish new, london fields cycles have a selection of them.
Bars go from £5 for cheap mustache or risers , or £40 for track bars.
Chainring wll cost about £35 and sprocket £20, £5 for a decent lockring ( a must in my opinion)
Pedals cost around £20, toeclips £6 and straps...don't know
Chain a tenner
Bartape £7 to £ 30
brakes...from £20 upwards, ride brakeless it's chaper
tyres get some rubinos from wiggle tyre set for £ 17ish, that includes inner tubes and 2 tyres.
As you can see £ 250 will get you as far as wheels go so i would reccomend to either build it slowly and use your langster or if you're the impatient type like me strip your langster and use whatever you can on your B.J.
It'll buy you time but you might end up with a butcher's.
