I don't know about the square taper - i've got external bottom bracket giga-x-pipe cranks with the bolt that compresses all the bearings together.
The torque ratings are useful but they're there mainly to stop the manufacturer getting sued if their instructions don't tell you to tighten it much, or if you overtighten it.
