Had same problem with my gf's Merckx. Tange Levin is cheap (12 quid or summat) and has a short stack height (33mm). It's not a pretty thing though, FWIW.
Beyond that, its either persuade a builder to braze on a new steerer / steerer extension, or splash for a new fork. Or the Chris King.
