i've not done it but most people use the step file to make remixes of things as the stl is an exported version of the actual 3d model file. (think jpg version of a photoshop .psd file).
there are ways to import the model into an editor from an stl but they're all a bit kludgy.
not all people who share their files will share the step files as people can steal and commercialise and tweak their products in unwanted ways much easier with them.

What's the easiest way to amend a STL file that I've found on Thingiverse - know nothing about 3d printing or CAD modelling and just want to make a few minor adjustments to a thing I've got someone else to help me print..
