It's an integrated seat post and the topper is included 🤷

The auction finished many times at various prices, sometimes not even far from reserve price, I don't know of the seller always gets friends or uses other IDs to drive bids, but it's almost a meme sale now.
I would ride it though, it looks very road-fixable with some cockpit persuasion
