I agree the crucial to this is the degree of commitment offered.
Also consensus. As @Velocio has said, it needs a very committed core (one person or a handful at most) and enough people to follow and support them. It can't really be done by committee, unless that committe has that strong core leadership.
Whoever steps forward will get some stick, but then anybody who joined this site after 2007 and expressed an opinion got stick from the same bunch of cunts and they don't matter.
