I was just passing. The copper was chatting to a member of the public and talking about throttles so they might have been testing that if nothing else.

True, but the real culprits are not the people having to do these jobs but the companies 'employing' them. The little people get nicked for owning and riding the illegal bikes, the companies obviously don't have anything to do with that, no sir, they merely externalise the risk. All of that industry stinks.

The food couriers just want cheap mopeds, and who could blame them when they're squeezed so hard for earnings doing this?
