Impossible to know but hubsmith are legit and that does look like a hubsmith hub. A circlip is a quid or two off eBay, so if the bearings are good then it’s a bargain.

That hub doesn’t use a circlip, it’s threaded to use a standard cassette lock ring, still easy enough to find
