As one of the more deprived parts of the EU, Wales used to get quite a bit of European Regional Development funding which was used for this sort of thing, infrastructure etc.
That money of course dried up a few years ago and hasn't been replaced by Westminster. I always told my neighbors that they'd be kidding themselves if they thought that Westminster would put that level of funding in. But still the good people of Wales majority voted for Brexit, so yeah, now there's no money.
(Having been born in Cardiff I have the right to complain).

There’s a guy in Brixton who has a bitcoin server in his 2-story flat. Says he’s not making much coin anymore but he’s able to heat his house for free.

The watercourse that flooded the town isn't even the main river there, just a small tributary. The same pattern has been seen all over Europe (and no doubt elsewhere), often in fairly narrow valleys, of small streams becoming raging rivers.

Sure, but trying to get flood protection on a shop on that street in Tenbury for a reasonable amount is like expecting to get Life Insurance for a 105 year old for a reasonable amount.
When £100k of cover costs you £50k/year then it becomes untenable.
FloodRE type schemes linked above try to mitigate these problems but eventually you reach the point where some things are just not viable in terms of insurance.

My partner is in the s.west by the coast this weekend and has had alerts today, she thought they related to Mcr where we live as thats her billing address & usual location, but apparently not.

The message would've been sent to all connected phones within specific cells, irrespective of the billing address. It's really not difficult to do.
You know what I got a great rechargeable moderately sized fan. It's flat so you have a few options for positioning.
I've started popping it under our clothes airer when there are jeans or heavy tops I don't want to put them in the tumble dryer.
