Hard to tell exactly how bad the ST damage is from the photo.

Picked this up yesterday.

Seat tube damage is minimal, shallow but longish (an inch or so) dent due to too many Nm on the kid carrier clamp. I think it'll be fine.

Some spots of rust on the frame, but nothing not expected, needs new tyres and a good service but I'm happy with it for the money paid.

Nice. Looked like it could have been either great value or a bit of a write off. Happy to hear it was closer to the former. Happy riding!
