They are just a set of these with the bottom loop chopped off and the breather holes filled with brass.

makes me think - using a removable faceplate stem and clamping to the top bar, one could use the bottom loop to support at drybag/carradice style bag a lá VO Utiliy bar. Or braze ons for bottle/cargo cages.

Maybe cages on the back, carradice up front..
