Thanks for Answering the question from @Bigc847 i was not too Concern when I bought the bike seem like a good idea keeps the outer cables from rubbing the frame .
Stunning frame,luckily it's not slightly bigger otherwise I'd probably have yet another project.
There are some stunning bargains to be had on rim brake steel frames just now.
The cable guides are probably for bar-end shifters,they have been around a long time, I had a late thirties French touring bike with them.
They have been in and out of fashion ever since, including on "racing" bikes.
