NEW: imaginative bit of street furniture where the young people can sit and think about how much debt they will be in when they leave. Street view is not up to date on this so that sort of archaeology will be trickier.

Well, not much if anything to go on in the pic so it's all down to the clues.

I don't know, there's plenty to go on, really. Looking for the tag could be a bit of a marathon, it's probably near a major tower block in Canary Wharf, and perhaps near Seven Sisters Road.
Quite a few German clues, too. You have to fly like a swallow and be a good interpreter of clues.

If you mean just to the right of the PLUS writing there seems to be a bit of delamination of one layer of rubber. I think it is okay but I'll keep an eye on it, thanks for the heads up.
I didn't tag this location for it's other function that wouldn't be any help when I replace my tyres anyway, although one of their allied locations would be.

Some places make you go out of borough, the horror! Not this one though.

Somewhere in the borough of camden, maybe not far from the old tag. Detritus of PCN in the foreground. Low rise buildings reflected in the glass, facing onto a wide road. Incongruously the car window of a Bentley or Roller also seems to be in the reflection. Got the vibe of 90s municipal sites, which maybe ties back to tyre disposal? I've found it. Won't be tagging it though as I am in Suffolk.

Further to the right in the picture, there's also another spot that looks like a cut (may of course be a photographic artifact or some discolouration).
