Looking at cycling in the EU mainly France, Italy, Denmark and Spain (I mention these countries as I have cycled there) and the car drivers see bikes as part of road users. Cycling in Paris was easy and feels nicer than in a car or motorbike. My opinion is that cycling/motorbikes are part of life, everyone does it. Well enough numbers to normalise cycling.
Tho this country is a bit stupid IMO the car driving test is easier compared to other EU countries and people can't grasp the fact you learn to pass a test. Even then the very bare minimum to pass. You don't get any experience of motorway driving or night driving.

Seems like something that would fall under DoT but there’s no appetite or capital for addressing the issue.
