No idea of course, but hasn't he said he's going to declare a national emergency against the immigration crisis - maybe that would cover it?

Some guy in Germany declared a state of emergency and gave himself emergency powers.
Trump already has zero checks on him, he owns the Supreme Court and Congress. They will endorse anything he does.
