As much as I loathe it when one of mine presents a carcass (or worse, some poor critter who requires a mercy killing), I usually try to communicate some appreciation for the gift...

Hope they thanked the cat for the good work. Or was it a threat...to the neighbours or other rats.

She was pretty non-committal about your kind offer of unlimited garage rats, but I reckon she'd do it. One year when our neighbours were on holiday she killed all of the rats that had nested under their shed, and laid them all out on their lawn. It was a pretty grisly homecoming!
