I think, and others might disagree/agree here, that you can have cold and dry or you can have cold and wet. But having cold, wet, and dry in a glove is a bit of a unicorn and $£$£$£$£$£$.
Generally, when I ride bikes outdoors (fuck off Andy) it goes like this:
Durafeet gloves when its about 10+ and dry
Some form of more insulated winter glove from 5 - 10 with some form of waterproofing (decathlon ones have been good here - the 900 variant, i'm guessing they have a van rysel now)
Lobsters when it's definitely under 5 (planet x ones were good here)
Neoprene if it's raining and below 10 (santini)
