This is the important bit, but you are deciding whose fault it is.
So vehicle pulling out without a clear view of the road, yet you blame the motorcycle as he did things in the past that made you unhappy.

14.5 years ago a taxi driving faster than 30 in a 30, hit me as I crossed. I was on a skateboard, and crossed some 20yd up the road from a pedestrian crossing. Previously skateboarding over said crossing I had a police officer tell me they could slap a fine on me for cycling in the town (bylaw forbids it), so I always used a road junction. I flew some distance. I have nerve damage in my left hand that never healed.
I was never able to claim compensation, and the driver didn’t even receive a caution.
Reason? The compensation people told refused to progress, because there was a “witness statement” (I got a copy) that stated:
“I DID NOT SEE THE INCIDENT. I was waiting at the bus stop. He should have used the crossing” - written by a lady in her 60’s.
What’s my point? I wasn’t at fault in any way shape or form, but the words on a witness statement allowed the driver to avoid any charge AND any compensation that his insurance would have covered.
TL/DR. Only write the bare essentials of the impact. Even if he was riding like a scrote.

To cover off your points briefly:
- I know the speed as I glanced at my speed (22 indicated), 1-3 seconds before he passed me as a noticed him pulling toward my back wheel and looking around me approaching the traffic island. This is corroborated by the speed rating on my Datatool tracker. As he passed me, he was travelling anywhere between 1.5 and 2x my speed and accelerating as was clearly evident by the sound of his revs increasing
- This was not ‘in the past’. It was around 2-4 seconds between him passing me and the impact.
- It did not make me unhappy. It made my wary of his behaviour to the point that I checked my speed and adjusted my road position to avoid him.

I would say he has blame for the incident though there's weighting towards the bike for sure.
Having watched a few legal eagle episodes on 44teeths channel, I don't believe speed is a black and white factor in judgement though it's obviously a serious thing to consider.
The police have already called me, taken further details and asked for a formal statement as they don't have CCTV which is incredible given how built up the area is. I will of course give a statement for what I saw.
