What kind of tradesperson do I need to cut an opening in a concrete block garden wall, to install a gate? Is that something a fencing person would be able to do?

Very likely, as they'll be used to working alongside/probably doing exactly that to existing walls. Or a carpenter who could hang the gate would definitely be able to use a large petrol or mains disc cutter to make the opening.
