So it's reasonable to assume that is the starting point.

Overall though I'm always struck by the fact that the people who hold these views always seem to have had a very fortunate life without having to consider how you protect the weakest in society. I saw it with some of the US interns I used to manage.

.... what about bringing all external contracts into government agencies so that you're not having to pay for a private companies shareholder return. Then for every $1 you pay the employees you get an immediate discount through their income tax coming straight back into the goverment coffers?
