I guess it's either when they're still using the bike. Or when they want to crack on with the sale but are still waiting for the penetrating oil to work it's magic on the right hand pedal threads.
But I know what you mean. Unless you're taking about pedals/saddle where it's reasonable to want to market the bike with an image that makes it look normal, while acknowledging most people will be changing those components.

When people sell stuff and put an advert with a picture and then say xy or z parts aren’t included. Or can supply an x if needed
Just change the bits before you do the advert it’s not that hard surely?
