It's a honeycomb moray. Not the biggest one I have seen but they are quite common on that part of the Persian Gulf. It was 1.6m and about as big around as my calf. We have seen ones that are 2.5m.
The devil ray passed about an arms length away from me. That thing was the size of a 90s home satellite dish. I was looking at a tiny crab in some coral and looked up to see that cruising right in front of me. Not a dangerous creature, but really, really, really unexpected. Scared the bejeebus out of me. Thankfully the wet suit retained most of the beejeebus.
