I personally don't think I'd get very far asking such a request without at least some minor benefit for the other participant. Perhaps that's where I'm going wrong though and I need to cheer up.
I think you're right. They should have offered the voucher at face-value plus an hours community service, like picking litter or planting a veg garden on a roundabout.
