We have lining paper in our kitchen, and I had to redo a section when we retilled.
I think you'll be able to do it.
If you search here someone, probably airhead, gave some pointers.
My hesitatancy is that plastering isn't that expensive and you will be able to diy any future issues. Whereas once lining paper is damaged it's hard to get back to looking nice. That said I do actually think lining paper has a really nice feel to it.
Anyone used lining paper to paint over? Our walls are a state and my plastering skills ain't all that
