Have you investigated Wheeltop?
(chinese electronic derailleur for 7 to 13 speed). It would be a more affordable option. Not sure if the cage length would be a problem with small wheels however. -

the bending / grinding fixture where you can feed in a full length of stock is chef's kiss
Would only save a few seconds but I wonder if you could just keep bending and bending and end up with a spiral of wire to then do a single cut through like 10 cages worth. Kind of like how Velocity do alloy rims

Not in this setup no. This bending/cutting setup does all the different cages setups buy using different stops and cut positions. The rod also only comes in 3m length and that makes 5-6 cages per rod depending on the cage. Had it been from a big reel it might have made sense do what you are suggesting

The trick is obviously to get mini -Hulsroy 1 and 2 involved in the production as early as possible. Think of all the possibilities with their small nimble fingers!

How did you clamp and mitre the oval down tube? Or is it round and just looks oval?

I just used these new to me alu thingies you see in the wise. Sort of self centers it and then I used my belt sander with 36mm drum to get it perfect. It's oval yes
