  • Isn't the point of the tachos to stop them driving too much? They have to sleep every x hours. This guy was drunk in one previous occasion though, no? So, that's no tiredness, that's choosing to drive a vehicle while drug impaired and he should've been shot on sight for that offence.

  • I don't know how any of that is regulated. And yes, that guy may be like Dennis Putz, a repeat offender (drink/drugs) who ends up killing. Drink drivers are known to often try to drive away from the scene if they're drunk to escape that charge.

  • When I lived in (not quite) London, I heard a huge bang outside and there was a car upside down on the footpath outside my flat. The guy was bleeding so I gave him a towel and started to call the emergency services and he begged me to put the phone away and tried to walk away when he saw the police coming. You could smell the booze from a mile away. If he'd had a car that was drivable he'd have been gone.
