Does anyone have thoughts on whether it's worth modding a Seiko SNZF17 or if I'd be better off getting a different model second hand? Reason for entertaining modding is a significant scratch across the glass

I'd suggest buying a crystal press and glass to put your one back in good shape. That will give you basic experience in modding, and make yo money. Parts for the 007 are fantastically cheap and plentiful, I'd start there.
