I think the fee thing is smart, the eBay balance seems questionable given they now have complete control of your finances.
Before you could authorise a payment or pay through PayPal/ withdraw to bank account. Now they operate an ‘open’ account where you can use your eBay balance for purchases, paying fees and withdrawing. Which seems like they would need some sort of financial regulation / accreditation.

its no different to how it used to work with Paypal or now with Vinted don't really see the issue tbh
