Isn't that what some riders/teams use to cover the race-tracker-chip-thingee

All pro teams use inner tube or something similar. Almost all pro race have trackers that your have to put on the fork and sometimes under a chainstay.

And in very rare case it is not on the bike like in Paris Roubaix wt race
