In recent years only sudden, unexpected terrorist attacks have created this sort of widespread paranoia and concern: every regime from Egypt to Pakistan is now concerned that their kit might blow up at any time, every Islamist group is afraid they might each be carrying personal bombs, and most global intelligence agencies are receiving a deluge of concerned calls from lawmakers about their exposure.
