Three parter:
I want to chop/trim tome mudguard stays.
1. Is a Dremel (or Dremel-style tool e.g. this ) the best option for this?
2. Is it a tool that people regularly use? i.e. should I just buy my own
3. If not, would anyone be kind enough to allow me to borrow one briefly?

If you want to have a clean finish, chop if with whatever you have and file it down, those rubber grubbins end caps won't stay and drop off anyway.
