WTD: 26" Rear Wheel and Wide 26 or 650b mudguards

Sob story: A drunk driver destroyed my parent bike and drove off.

I'm building a replacement, but need a 26" rear wheel.

Rim brake (priority) but also good if hub also has disc (6 hole)
Rim width 20mm (internal, minimum)
Freehub 10 spd (shimano)
Cartridge or cup/cone, but after something well sealed for winter months.
OLD 135mm, QR or Thruaxle with changeable caps.
Preference for black rim, hub colour no issue.

Also after some serviceable 26" mudguards. If anyone had Black Curana's in 60mm+ or Silver or Black Berthouds that would be perfect x
