. It would be neat if you could combine the light mount with the little bracket that holds the arms for the mudguards (shit terminology, sorry), save drilling new holes.

Hive mind on point, this is so close, the bolt holes are aligned but it's M3 hardware.
Drilling the holes to M5 would be easy but need to remove some of the mount to clear a larger bolt head.

I recon a pillar drill might do the job, will message some people who might own one..

I think you need to make friends with someone that has access to a mill. If you succeed in doing this job with a pillar drill, you should buy yourself a lottery ticket the same day.

It's just a matter of proper workholding I reckon.
And maybe using a plunge cut endmill in the drill press
