What is going on with the lower bearing of the headtube?
Has the owner inserted some steel in order to try to remove any play in the bearing? This and the amount of exposed seat post looks very scary to me. -

Yeah, look down those metal tabs is where the plastic clips for cables goes. Can't really find good photo of it, but many forehst models came with it

It's weird because the cable stops are like 5cm away on downtube anyways.

The guides are there to prevent cable rub when turning. It's not a pretty solution, but it's probably cheaper than helicopter tape π
