In his defense, the people at Celotex and Kingspan were doing the same shit to get their very flammable insulation approved for use in high rises, so was just following standard industry practice. And the compliance bodies were quite happy to go along with it because they'd already signed off on it for previous buildings, and it would be embarrassing to change their minds.
I was surprised to see the report backs up the claim that the cladding was put on there primarily to make it look nicer (and to be seen to be spending money), not because there was a concern it was poorly insulated as built.
